Why was "separate but equal" an ineffective way to guarantee the fourteenth amendment?

The Supreme Court declared in Brown v. Board of Ed: "Separate is inherently unequal." Meaning the simply act of separating people into groups automatically makes them unequal without having to treat them any differently.
