Does the Magna Carta make me smarter?

I think that the only way you can tell who is the smartest is to look at innovative-ness, number of new, important technologies, and lasting achievements. Divide by 42 ;) and you can find what culture is smarter. I think history does affect evolution, I mean if we hadn't found technological ways to adapt to our environments eventually we would've developed a natural protection to it. I mean, people who live in hot areas bodies tend to adjust to their climates. In that way I think that our minds are both our greatest weapons and our greatest weakness. We're literally killing ourselves with cleverness.
