Why do apartments usually charge "pet fees" instead of "pet deposits" ?

Why lie by letting you think you will get that money back? Whenever you end your lease, they will make up some excuse to claim pet damage and keep the money anyway. Letting them keep the money is usually cheaper than trying to fight it in court.
