Why do people sell welfare benefits? And what can I do to stop it?

I hate people who recieve benefits and the only reason they need them is because they wont get off their lazy es and get a job. This lady that lives next door to my grandma gets WIC and foodstamps. Everytime, I pick my grandma up to take her to the market she asks us if we want to buy her food stamps. So, today I asked her why and the hell would I want to pay you for something that I have already paid for and you got free? And she caught an attitude and said that she was just trying to help me out. So, I told her you can help me out by getting a ******* job and stop wasting my tax dollars. I was wrong but she pissed me off. Anyway, we come back from the market and this lady walks by and asks her if she was selling any Enfamil and she told her to come back later because her WIC vouchers hadnt come yet. What the hell? I know times get rough but she has no shame at all. My pride wouldnt allow me to live the way that she does. Is there anything I can do about this *****?
